About the Event
Passing a bill is only the beginning. After legislation is enacted, state agencies are responsible for writing the rules that determine how the law is implemented and enforced. These administrative decisions can significantly expand, limit, or reshape the real-world impact of a policy.
This training explains the rulemaking process in Florida, including how agencies draft rules, when the public can weigh in, and how rules can be challenged or changed. Participants will learn why rulemaking matters, how to track proposed rules, and how advocates can engage beyond the legislative session to protect and advance policy goals.
